Epworth Local Board secretary under fire

THE Secretary for Epworth Local Board is under fire for insubordination and abuse of office after it was established that he has been making key decisions in the dormitory suburb without consulting councillors, Zim Morning Post can report.

The secretary, Winton Mhanda, reportedly made a decision to increase council rates without the approval of a full Council Board, a decision that was later reversed following intervention by several Epworth resident associations.

“We know he approved that council rates be paid in United States dollars in August without council reports and the proof is there, but he lied to the stakeholders that the finance director was the one who approved the payments,” Peter Nyapetwa of ERDA told Zim Morning Post.

Mhanda is also being accused of approving salaries for council employees in September without the approval of a full council meeting.

According to a source, Mhanda is now taking home more than ZWL50 000 from ZWL22 000 at the expense of ZWL7 000 being given to the lowest paid employee.

“Salaries are supposed to be increased at the approval of a full council meeting, but the councillors are not aware of these increments and one wonders who exactly is leading this council,” queried a source.

Mhanda is also said to have carried out internal audits within council without the knowledge of councillors and when the audit report comes, they make sure councillors are not privy to its information.

“There was an audit report that was produced in 2018, but it was never released to the councillors,” the source told Zim Morning Post.

A copy of the audit report seen by Zim Morning Post had the signature of Mhanda and the Finance Director, but the chairperson’s signature was missing.
